It's a neutral, unpowered unit designed to be combined with cashier sections, bain maries, or refrigerated units elsewhere in the layout to build a complete counter front to whatever length the room allows. The 950mm working height is consistent across the whole BC series, so joins between sections sit flush without steps or gaps.
